Export gates are where governance moves from recommendation to control.
When confirmation is missing or criteria are unmet, export should be blocked and logged as an evidence event.
Control requirements
- Block export if required Review Queue confirmation is absent.
- Block export if reviewer role does not satisfy policy matrix rules.
- Record allow and block events with actor and timestamp.
- Preserve an exception path with explicit rationale where policy allows.
